In the interview, Randy reflects on his 27-year career in law, his extensive public service in Virginia, and his commitment to community and professional leadership. Below, Randy shares his insights and experiences in his own words.
Number of years with firm: 27 years, building my career while serving the Northern Virginia legal community.
My practice: I primarily practice in the legal areas of real estate, land use, and economic development law. I was admitted to the Virginia State Bar in 1984, and my professional career has included service in all three branches of Virginia state government. My work has consistently focused on real estate with an emphasis on collaborating with local governments to facilitate affordable housing, economic development, and preservation of historic and natural resources. I maintain an AV Preeminent Rating by Martindale-Hubbell.
Legal leadership: I have served in all three branches of Virginia state government as personal law clerk to Supreme Court Justice A. Christian Compton (1984–1985), as Deputy Counsel for Public Policy with Gov. Bob McDonnell (2009–2011), and as a member of the Virginia House of Delegates representing Loudoun, Clarke, and Frederick counties (2011–2018). During my legislative service, I was one of the architects of the landmark 2013 HB 2313 legislation that revitalized Virginia’s transportation funding and created the Northern Virginia Transportation Authority’s financial framework. I also chaired the House Courts of Justice Committee Ethics Subcommittee and patroned the 2015 legislation strengthening Virginia’s ethics laws for elected officials.
Pro bono work/community or civil involvement: I served as chairman of the Loudoun County Economic Development Commission during the critical growth years of the 1990s and as president of the Loudoun County Bar Association. In this role, I facilitated dialogue between Circuit Court judges and the Board of Supervisors regarding courthouse facilities, leading to a three-phased improvement project completed in 2024. I chaired a Rural Economic Development Task Force in 1997 that successfully doubled the value of Loudoun’s rural economy within a decade, contributing to the county’s growth from six wineries in 1998 to 54 today. Additionally, I have devoted countless hours to Scouting USA as an adult leader and Scoutmaster, earning the Silver Beaver Award.
The best day of my career: The day I was elected to the Virginia House of Delegates in November 2011, which provided me the opportunity to channel my legal and public policy training into creating policies that better the lives of my fellow Virginians.
Advice: The best piece of professional advice I have ever received is, “Be the change you want to see in the world.”
You didn’t know: I am a PADI-certified Master Scuba Diver with over 900 logged dives, which might surprise people who know me primarily for my legal and political work.
