Jessica E. Kraus joined the Firm in 2025 and works in the Land Use and Zoning practice group in the Arlington office. Prior to joining the Firm, Jessica served as Assistant City Attorney II for the City of Hampton, Virginia, where she acted as the City’s primary land use attorney. In that role, she advised the Planning Commission, Zoning Administrator, and Board of Zoning Appeals on a range of matters, including rezonings and comprehensive plan amendments. She also played a key role in updating the City’s short-term rental regulations, led legislative advocacy efforts, and regularly briefed the City Council on complex regulatory issues.
Jessica graduated cum laude from William & Mary Law School in 2021, where she served as Notes Editor for the Environmental Law and Policy Review and received the CALI Award for Administrative Law. She holds a B.S., summa cum laude, in Parks, Recreation, & Tourism Management from North Caroline State University.
