Randy Minchew Appointed to Commonwealth Transportation Board

We are proud to share that Governor Glenn Youngkin has appointed J. Randall Minchew, Managing Shareholder of our Loudoun office, to serve as the Urban At-Large member of the Commonwealth Transportation Board (CTB).
The CTB oversees the Virginia Department of Transportation (VDOT), the Commonwealth’s participation in the Washington Metropolitan Area Transit Authority (WMATA), and other modes of surface transportation across Virginia and oversees Virginia’s $11 Billion transportation budget. Randy’s four-year term began on July 1, 2025.
A Leesburg resident and longtime leader in both the legal and public policy arenas, Randy brings decades of experience to this role. He has served on the Northern Virginia Transportation Authority that has funded over $3.8 Billion in regional road projects over the course of the last 12 years and the Northern Virginia Transportation Commission that oversees Virginia’s investment in Metro. Randy previously represented Loudoun, Clarke, and Frederick Counties in the Virginia House of Delegates, where he was an architect of 2013 HB 2313 that created the NVTA funding framework and 2014 HB 2 that created the “Smart Scale” qualitative funding mechanism to establish fairness in VDOT road funding. Very early in his legal career, Randy was a regional leader supporting Governor Gerald Baliles 1986 landmark transportation funding initiative.
