“Realize Rosslyn” Approaches Final Phase

Rosslyn Street ImageSince the opening of the Rosslyn Metro Station in 1976, Rosslyn has been faced with a set of challenges not uncommon to urban downtowns: managing pedestrian and automobile traffic, a need for more affordable housing, retail, and office space, and a desire for useable parks and open space areas.

To address these challenges, the County Board initiated a community-driven process known as Realize Rosslyn to update the Rosslyn Sector Plan, which was last updated in 1992. The goal of Realize Rosslyn is to guide Rosslyn’s growth and development in accordance with the County’s General Land Use Plan and policies.

Now in its final phase, Realize Rosslyn will result in an updated Rosslyn Sector Plan intended to maintain Rosslyn’s vibrant and familiar commercial center by creating a high-density, mixed-use district with an improved network of sidewalks, bike lanes, and walkways that connect to enhanced parks and open spaces. Rosslyn will continue to be a major transit hub that will become better connected through the creation of a grand esplanade linking Gateway Park and Freedom Park, and through an extension of 18th Street from the Metro station to the Potomac riverfront.

Rosslyn StreetRealize Rosslyn subcommittees addressing building height and massing, parks and open space, and transportation issues will soon be wrapping up their meetings on those topics. The full Realize Rosslyn committee, known as the Process Panel, will hold meetings in November and December to finalize input for the Rosslyn Sector Plan update, the first draft of which is scheduled for release at the end of the year. Additional community input will be gathered in the first few months of next year that will be incorporated into the final draft to be presented to the County Board in April 2015.

Amendment Allows New Hotel in Arlington

On March 15, 2014, the Arlington County Board unanimously approved a General Land Use Plan Amendment, rezoning, and site plan to allow an 161-unit hotel at 2401 Wilson Boulevard in the Courthouse area of Arlington, VA. The Arlington County Board also approved a use permit to allow a Unified Residential Development to permit four (4) single family homes to provide a transition from the hotel to the Lyon Village neighborhood. The hotel will feature a hotel-branded bar as well as an approximately 1,300 square foot restaurant.

Representing Schupp Companies, Nan Walsh worked closely over the last several years with the Lyon Village Civic Association to ensure that the hotel provided an attractive and appropriate transition from the high-density Rosslyn-Ballston corridor to the low-density single family neighborhood. The new Arlington hotel is planned to be a Hyatt Place and Schupp Companies hopes to break ground this summer.

Boeing Regional Headquarters

Our client, Monument Realty, a residential and commercial developer, sought approval for a first-class regional headquarters for Boeing Company in Arlington County, Virginia.

Monument asked Walsh Colucci to negotiate the required land swap, density transfer from one land parcel to another, General Land Use Plan amendment and site plan approval based on their long standing relationship with Art Walsh.

This request was particularly challenging. In addition to security challenges, there were community and Federal concerns about building height and visible signage because of the property’s proximity to Reagan National Airport, its location adjacent to an Arlington County signature park along the Potomac River, and its immediate proximity to the National Park Service controlled George Washington Parkway. Shareholders, Art Walsh and Evan Pritchard patiently addressed each of these concerns in a series of community meetings and other high level negotiations and hearings.

Success was achieved with approval of a six-story, 453,422 square foot regional headquarters for Boeing Companies that solidifies the presence of this major corporate entity in Arlington County.
