A native of Annapolis, Philip joined the firm in 2018 and works in the firm’s Land Use & Zoning practice group. His practice focuses on securing zoning and land use entitlements including rezonings, special permits, and special exceptions. Previously, Philip was an associate an associate for the firms Hyatt & Weber PA and Linowes and Blocher LLP, where he gained substantial experience in all aspects of real estate law. His practice focused on assisting clients through Maryland’s complex regulatory and political environments to achieve approvals for mixed-use, commercial, multi-family, and other residential projects in Anne Arundel, Montgomery, and Frederick Counties. Philip is a graduate of University of Maryland School of Law and holds a master’s degree in urban and environmental planning from the University of Virginia.

Representative Experience

  • Briefed and argued the case of Appellant Boone’s Estates in Anne Arundel County v. Harwood Civic Association, et al., 422 Md. 595, 113 A.3d 672 (2015), before the Maryland Court of Appeals.
  • Briefed and argued the case of Appellees Chipotle in the case of A Guy Named Moe v. Chipotle Mexican Grill of Colorado, 447 Md. 425, 135 A.3d 492 (2016).
